It is not that difficult.
Firstly, you need to obtain the EL Wire of the correct lenght.
Next, you need to have the EL driver which is an electronic circuit that converts the DC current from a battery to a high frequency, high voltage AC current.
You also need some soldering skills and the correct blade materials to place the EL wire in (I recommend Polycarbonate and Polyethylene with Polypropylene as bushings).

Well, the workshop will depends on the community and the senior saber master to arrange.
If they say there will be a workshop, there will BE a workshop.
Just keep your eyes and ears open.

Pol,
The purple LEDs are on the way.
I have the polycarbonate, polypropylene and polyethylene material ready.
Just need to get the smaller sized EL driver with a higher frequency to make the EL even brighter.
Will PM you on other issues.

I think I'm gonna make a custom hilt for my first El saber...next week will be one week school holidays so I'll have time to tinker with it...
Hopefully by the end of next week I'll have at least the basic tube for you to fits thing on/into...I can always finish putting on the greebles when you're done. Actually its better that way so that whatever I want to put on it don't interfere with what you NEED to put on it to make it work...
