Actually, you could be right. Its a matter of licensing and royaties.
Look at the Binaltech series. You have the various characters on almost the same car but with subtle changes. They just cannot pay that much royaties for using so many cars, etc.

Who's the Hum-V? He's not a police vehicle just a regular car. The only police car is the Decepticon Barricade. The green search-and-rescue humvee is Ratchet. I guess they can do cooler action scenes with humvees rather than a regular ambulance van. I don't have any problems with that. |
